As Russian missile strikes increasingly target Ukrainian cities, European leaders are convening in Kyiv to address urgent air-defense needs and strategies to exert more pressure on Moscow. This crucial meeting, known as the Coalition of the Willing, is spearheaded by Britain, France, and Germany, with other European leaders joining remotely. Also participating in the discussions is EU Council President Antonio Costa.
Ukraine is witnessing a surge in missile attacks, which have resulted in civilian casualties and damage to residential areas. In response, Ukrainian officials have persistently urged their allies to supply more air-defense systems and interceptor missiles to safeguard its populace. Britain is poised to affirm its support for Ukraine, while France is set to initiate local production of the long-range SCALP missile and has committed to delivering additional interceptor missiles to bolster Ukraine’s defense capabilities.
President Volodymyr Zelenskyy of Ukraine has raised concerns over the significant decrease in deliveries of Patriot interceptor missiles. In 2023, Ukraine received 675 such missiles, but the numbers dropped to 364 in 2025, with projections for 2026 showing a further decline to 264. As winter approaches, Kyiv is pressing for at least 300 interceptors to ensure adequate protection.
Advanced Western air-defense systems remain critical for Ukraine to counter Russian ballistic missiles, which pose substantial interception challenges. Consequently, European allies are actively exploring ways to enhance these supplies while simultaneously maintaining diplomatic and economic pressure on Russia.
