Putin Greenlights TotalEnergies’ Stake Sale in Russia’s Arctic LNG Project

Russian President Vladimir Putin has permitted the transfer of a 10% stake in the Arctic LNG 2 project, previously owned by French energy giant TotalEnergies, to NordLine, a subsidiary of the Russian gas producer Novatek. This transaction, whose financial specifics remain undisclosed, strengthens NordLine’s position in the significant liquefied natural gas development in northern Siberia, where Novatek already holds a 60% stake.

The Arctic LNG 2 project has encountered considerable hurdles following the imposition of U.S. sanctions in late 2023. These sanctions prompted TotalEnergies and other foreign stakeholders to halt their involvement. TotalEnergies, in particular, has previously incurred substantial financial losses on its Russian energy ventures, exacerbated by the ongoing conflict in Ukraine.

In addition to TotalEnergies, the project’s foreign shareholders include Chinese energy companies and a Japanese consortium, each maintaining a 10% interest in the venture. This shift in ownership underscores Russia’s strategy to reinforce domestic control over key energy assets, reflecting the broader impact of international sanctions on foreign participation in Russia’s energy sector.

As Europe continues to tighten restrictions on Russian gas imports, the future of foreign investments in other Russian LNG projects remains under close scrutiny by analysts. The recent developments in the Arctic LNG 2 initiative illustrate the complex geopolitical dynamics at play and the challenges faced by international energy companies in navigating sanctions and shifting alliances.
